Overview:
Phaedra A. Norton serves as an Of Counsel attorney in SBEMP’s Public Agency and Municipal Law Department, bringing nearly three decades of experience advising cities, special districts, and joint powers authorities throughout California. Her career includes serving as City Attorney for the Cities of Riverside, Merced, and Turlock, and as Contract City Attorney for the City of Newman.
Phaedra counsels public entities on governance, public finance, land use, environmental compliance, and labor relations. She has extensive experience with the Brown Act, Public Records Act, CEQA, and complex public contracting. As former General Counsel to regional risk-management and waste-authority JPAs, she is well-versed in collaborative government operations.
She is recognized for her strategic problem-solving skills, collaborative leadership, and dedication to public service. Phaedra collaborates closely with elected officials, city managers, and agency executives to deliver practical, legally sound solutions that enable communities to thrive.
